0911 Citizens Redistricting Initiative

To implement the "Voters FIRST Act" (Proposition 11) which reforms the redistricting process and establishes an independent 14-member Citizens Redistricting Commission to draw the new district boundaries for the state Legislature and the Board of Equalization beginning with the 2010 census.
